About us

The Blackwell Historic Community Civic Association was founded to empower residents, to advance the interests, and to preserve the rich cultural history of the Blackwell Neighborhood of Richmond, Virginia.

Current Projects

Charlie Sydnor Park

We have been heavily involved in the design and development of the revitalized Charlie Sydnor Park across from Blackwell Elementary. So far, we have seen the construction of new basketball courts and a walking trail with more to come.

Redevelopment after HOPE VI

The Association has taken an active role in ensure the vacant lots that were left after demolition of the 440 public housing units in Blackwell are redeveloped to ensure that there is housing available for residents across the income spectrum.

Our History

Our neighborhood is named after James H. Blackwell who served as a principal of Manchester’s first African American school. After Richmond’s annexation of Manchester, he was stripped as his title of principal as Richmond did not allow African Americans to serve in leadership. We continue to honor and remember his legacy today.
